Devon Judge Director

Devon possesses 8 years of experience managing Value-Based Programs (VBP), performance improvement strategy, social determinants of health interventions, and Delivery System Reform Incentive Payment (DSRIP) programs.

Prior to joining Mazars, Devon was part of the NYU Langone DSRIP team, leading multiple complex projects. This provided her with valuable insight into the core of New York’s plans for Medicaid reform; such as initiatives to reduce avoidable ER utilization, implement VBP payment methodologies and incentivize quality improvement. Devon facilitated the development of their DSRIP Primary Care Plan and Workforce Strategy, which provided training for both hospital employees and community-based partners, focusing on evidence-based models of care, EMR integration, and Community Health Workers (CHWs) curriculums. These efforts helped to lay the foundation of the Langone Health System’s clinically integrated network. 

At Affinity Health Plan, she was the Value-Based Program Manager, leading contracting strategies and payment models for the health plan’s provider networks. She implemented two VBP Innovation Pilot Programs and established the plan’s first VBP provider performance reports. 

Devon received her Bachelor’s Degree from Rutgers University.
